WCID 10 Voters Pass Bond Issue Both property and owners in the non- Travis property Water Control and Improvement District No. 10 passed a bond issue Saturday authorizing issuance of $450,000 in combination tax and revenue bonds to improve the district's water system. Property owners voted 295 for and 194 against and non-property owners voted 18 for and 8 against, in bond issue balloting.

The program to be financed by the bond issue will provide for area growth anticipated during the next 10 years, when the number of water system users is expected to increase from the present 3,000 to almost 6,000, according to Charles W. Gray secretary of the control board. Proposed construction is expected to also boost water pressure and help in fire protection throughout the system. The original bond issue was to have been for $550,000. However, the reduction to the present figure was possible when the City of Austin water system extension pians took in parts of Westwood which are in the district.

Negotiations on a permanent treaty--the so-called SALT 2 talks--are scheduled to begin, this fall in Geneva. Nixon said nothing about the new round of talks in his signing ceremony comments, but he has cautioned repeatedly in the past that "these negotiations are not going to be easy." The Kremlin announced day that Soviet leaders had ratified the second major product of the Moscow summit--the treaty limiting antiballistic, or defensive, missiles.

The Senate approved the defensive weapons treaty in August, but had withheld action required to complete the ratification process pending approval of the offensive-weapons agreement. A White House spokesman said the President would act soon to complete the defensiveweapons treaty ratification but gave no further details. 44 Washington 56 73 .38 Party Nominees Still Politicking Sen. George McGovern walked the streets of Baltimore Saturday and said President Nixon is ignoring the needs of cities to finance the Vietnam war. Vice President Spiro T. Agnew strolled among sugarcane and magnolia in Louisiana and said McGovern has evicted conservative Democrats their traditional political home." Associated Press It was a full day for McGovern, returning to the hustings after four days in Washington and at his retreat on Maryland's Eastern Shore. He also has a packed week coming up, concentrating on Eastern and Midwestern industrial centers.

Agnew carried the ball for the Republican presidential ticket, winding up a two-day, three-state Southern tour. He also was scheduled to haul most of the GOP mail in the coming week, with no announced campaign plans for President Nixon. Sargent Shriver, McGovern's vice presidential running mate, also was resting at home after two solid weeks on the road. But he leaves again Sunday for another busy week. McGovern released a prepared speech for a rally at Baltimore's City Fair accusing Nixon of ignoring the nation's cities.

But when he arrived at the rally, he tossed aside the text and concentrated more on the Vietnam war. we afford to spend $250 million a week in bombs in Vietnam when we need that money to build up Baltimore?" McGovern asked. The McGovern staff said the prepared text, though undelivered, still stood as McGovern's latest thoughts on the urban situation. It asserted, "our government today is more concerned with political trips abroad and social trips to the homes of Texas oil men than in a trip to a single city Agnew was in New Iberia, for the annual Sugarcane Festival, and tried to win over traditional Democratic voters to the Republican camp. Department of Public Safety narcotics agents arrested three men and seized 350 pounds of suspected marijuana after a tip from a man who saw the trio unload several duffel bags from a rented airplane at' the Georgetown airport, according to DPS. DPS agents were alerted by Jim Boutwell, a former DPS intellegence agent, who manages the airport, when he saw three men load the bags into a rented car, according to DPS.

The three, Jerry Nicholson, 21, and Eugene Ray 24, both of 3709 Hollywood Austin, and Gary M. Marlowe, 25, of Edinburg, were charged before Municipal Court Judge Allen Hill with possession of marijuana. Travis County officials! said Ray and Nicholson had 'been released on bond and that Marlowe was expected to be released on bond late Saturday night. PRESS (From Page One) we forced the pilots to make statements condemning the damage," he said. I had mentioned in the report the constant presence of government photographers and radio reporters, and the loaded gestions from province officials and people who said they were civilian bombing victims, questions like, "'What do you say about this destruction by your imperialistic government?" not represent the American mainstream," Agnew said.

"Many of our citiztns have been evicted from their traditional political homes and now find themselves without a say in the councils of the party they worked so hard to build," the vice president added. Woman Holds Police at Bay No charges had been filed late Saturday following a family disturbance in which Austin police were held at bay for more than an hour. At 12:33 p.m.

police were callled to a home in East Austin where a man a woman, both 36, were being held at gun point by a 23-year-old woman, officers said. When police asked the woman to give up her gun, the weapon discharged, officers reported. The male hostage received slight flesh wound of the arm, police said; at 2:05 p.m. the woman handed her gun over to officers. Corpsman Hit by Car Napoleon Hampton, 21, of Camp Gary Job Corps, was in "very serious" condition at Brackenridge Hospital Saturday as a result of injuries suffered in an auto-pedestrian accident in San Marcos.

According to San Marcos police, Hampton was struck by an auto Friday night. He was transferred from San Marcos to Brackenridge Hospital for treatment, I finally narrowed down, his area of concern of. two passages in my dispatch. In one I had written that local officials seemed to be pushing the questioning too far and were upsetting the American women, the other was a quote from Navy pilot Lt. Mark Gartley that he felt the North Vietnamese were disappointed when he did not publicly condemn the war.

I finally agreed to delete the reference to pushing, one reason being that Mr. Lieu interpreted this literally as meaning forcing, another reason being that the content of the story made comment irrelevant the pushing was obvious. But I insisted that the Gartley quote remain. Mr. Lieu was satisfied, apparently.

He shook my hand and said the dispatch would be telegraphed, to Paris, and it was. All of the reports filed from Hanoi received similar close perusal, but they did not insist on any story changes that offended my professional standards. Changes were made only in my presence and with my approval. These were minor, dealing, as in the case above, with differing interpretations of a word. The main restriction did not deal with my dispatches per se.

It was the severe limitation of movement and close supervision. I was accompanied by an interpreter or a guide at all times, except after the fifth day in the city when I was allowed occasionally to walk alone a block or so to the cable office. As the first American news service reporter to cover: a running news story in North Vietnam since the French left in the mid-1950s, I know that I perplexed and sorely tested Vietnamese officials. They gathered around me surprise when on arriving in Hanoi airport from Vientiane, Laos, I immediately pulled out my portable typewriter and wrote a rapid dispatch to hand to another newsman flying out to the free world..
